お世話になります。  
以下2点質問させてください。  
①bubbleでコンボボックスを使用することはできますでしょうか。  
②時間を指定してメールを送信することは可能でしょうか。

いずれもプラグインにも、ググっても出てこなかったので、お伺いできればと思います。

①想定されているものと一致するかわかりませんが、プラグインに「Multiselect Dropdown」というものがあります。  
手入力も、選択もできますので試してみてください。  
②これは「Schedule a custom event」で秒数を指定するか、Bubbleの有料機能の「Schedule API Workflow」を使うことになります。  
後者はプランのグレードが上がるほど、細かく設定ができるようになります。
